The principle: three values, one ceiling

Since July 2019, every main-residence lease in Paris — unfurnished or furnished — is subject to rent control. The system rests on three values expressed in euros per m² of habitable surface:

Paris is divided into 14 zones and 80 neighbourhoods, and each grid depends on four criteria: geographic sector, number of rooms (studio, 1-bed, 2-bed, 3-bed+), construction period (pre-1946 / 1946-1970 / 1971-1990 / post-1990) and rental type (unfurnished or furnished).

Furnished: a systematic uplift

A point often missed by owners: the grids are systematically higher for furnished rentals, by roughly 10 to 15% depending on the category. A furnished property therefore sits closer to €32 to €35/m² at the Paris median. On a 40 m² one-bedroom, the difference between unfurnished and furnished easily represents €80 to €150 of additional monthly rent — nearly €1,800 a year.

The rent supplement: an exception, not a right

The rent supplement is not automatic.
